Sorry for the late reply. I went back ten pages, just over three months, and longer in a couple of master threads, and I didn't find any dxdiags with a Ryzen 7000-series processor. The CPUs are popular enough that I would expect to see at least a few reports if they had trouble running Sims 3. ...
If that doesn't help either, uninstall any other Razer apps you have: Synapse, Cortex, whatever you can find. It may be fine to reinstall them later, but please hold off until Sims 4 is working again. And just to be clear, if you haven't removed the entire Mods folder, please do so while testing.

All reinstalled fine except for 3 specific expansion packs that will not download.
