Some people mix RS-232 physical layer with UART, because technically all RS-232 ports were implemented with UARTs, and when you just want the UART many chips are still called 232 like FT232 because it is a USB UART which can be used to implement an RS-232 port. Both those modules are just 3.3V TTL/CMOS level UART modules.

From the parts (complementary BJT transistors and discretes near the connector) I think it's a non-standard RS-232 port that idles at 0V rather than -9 or whatever.
wikipedia says that the RS-232-C (1969) specification fails to define many things, including character encoding, start and stop bits, and even the order of the bits. One of the things defined is that enormous 25 pin D connector. Later standards like 485 define more stuff, but whether they define the stop bits is another matter.
RS-232 is a set of specifications about voltages, loading, and so on. It specifies a bunch of signalling details, as well, covering quite a few different available signal lines.
