For flatlanders concerned about mountain driving (towing campers, etc.), I usually recommend Hwy 16. It has very few sharp curves and steep inclines compared to Hwy 14. The MOST scenic drive would be to leave Yellowstone via the NE gate to Red Lodge. But it's longer by quite a margin. It's also steeper with some awe-inspiring switchbacks.
