'Generic' Comments on NCOER/OER? Why?: Thoughts about 'generic' comments in NCOERs/OERs?I don't think I'm authorized 'pet-peeves' yet because I'm not a Sergeant Major (that's a joke), but nothing screams, "I DON'T CARE ABOUT MY CAREER" more than an NCO looking toward the senior NCO ranks with 'generic' NCOER bullets.

It was filed locally in my temporary file. I left that Brigade and the new Sergeant Major forced my rater to put that I received a GOMAR and gave me a needs improvement on my NCOER. The GOMAR will go away in 3 years. Is that legal for it to be put on my NCOER? Can I appeal that NCOER? Do I need a lawyer to appeal this?
They can close out the NCOER, but then if the investigation is substantiated later, they can do another NCOER, adverse, to document the underlying misconduct. Also, there are potential adverse consequences other than an NCOER--Art. 15, court-martial, letters of reprimand. Sounds its time to get help now rather than wait.

I just received the first negative NCOER in my 12 years service. "DID NOT MEET STANDARD" in Character, "DID NOT MEET STANDARD" in rater's comment and "NOT QUALIFIED" from senior rater. An NCOER is an evaluation of the entire rating period. If a Soldier failed an APFT during the rating period at any time he/she has failed to meet a standard. Okay, if the Soldier has improved during a rating period to finally pass, yes he/she has improved. However, the Soldier improved because the Soldier "Needed Improvement".
My previous NCOER from my recent unit under the Senior Rater comments had me rated 2 of 3 as a SSG but put qualified.
