The only way I've managed to workaround this is to go to device manager and disable the Hands-Free AG Audio device; this removes the choice of B mode from input and output sections on the sound console and fixes the choppy audio issue 99% of the time. I tried to boot in safe mode, I think it disabled my graphics card driver, every animation was choppy. Also I just noticed when using the Windows photo viewer app (old one), I zoomed in and moved the photo around. It was laggy for a moment then it was smooth. So I believe this problem is not only applied to the scrolling but a system wise thing.

At some point in the past several months, Edge stopped being able to play streaming videos smoothly. The audio if fine but the video is very slow and choppy. Internet Explorer has the same problem, but Chrome, Firefox and Pale Moon all play videos just fine. It doesn't matter which source, it happens on You Tube, Netflix, Amazon, etc...
