In which case it would have to be something else on which regions can deny access. One weird one would be if this alt somehow got tagged as a "scripted agent"—a bot, basically—and those regions don't allow access to scripted agents.
And of course, for mainland regions and estates that have changed hands, a return to a previous state would involve wiping out the current region. An additional issue might be that recovering lost regions would involve reviving proprietary things -- builds and items produced by residents on those places.
Just to add that "Main Channel" regions are conventionally restarted on Tuesdays, while "Release Candidate" regions are restarted on Wednesdays. There are several Release Candidate channels, though they are not frequently referred to as such, ie Magnum, BlueSteel and LeTigre.
