The DMV website says no availability for most sites and no option to check a few months out. The sites with availability don’t seem to have a working calendar, like Greensboro. I’m in Raleigh. WTF. Our AA accent in the DMV is from the tidewater area of southeastern Virginia and northeastern North Carolina. There are linguistic maps that show this. The accents for other races are basically anywhere USA. I agree with you regarding the accent stemming from the tidewater area AA accent. Also, there are many similarities between the accents today.
